AP new filing requirement ?

I'm planning to file my 3rd AP.
In looking at the documents to be submitted in the form with a rev. date of 09/19/03, it says "all applications must include a copy of an official photo document showing your photo, name and DOB".

Is this something new in addition to sending I-140 copy and the other usual stuff(photos, I-485 receipt and fees ?
 
Sounds to me like a new one. Anyways, I guess a copy of the first page of the passport or drivers license should serve the purpose, wouldn't it?
