Strange AP Message - What does it mean?

My Current AP - I - 131 Status

Current Status:

On November 17, 2004, the document we made based on the approval or
registration of this case was mailed directly to the person to whom
issued.

What does this mean guys???

Got the same message with the same date for AP for myself. We will have to wait and see... either RFE or Approval.
