AP lost in mail, maybe

My AP application ND is 10/06/03, got RFE on December and replied. I've waited until last week and then I went to the local office (NYC) to check. Surprisingly I was told that it has been approved and sent to me in Jan 2004!! They told me to contact National Customer Service Center since there is nothing they can do. I have never received anything!!! Even as of today, on-line status still states "On December 2, 2003, we received your response to our request for evidence or information..."

I know on-line status is not always accurate, and from my timeline, it is credible that it was approved in Jan, 2004. It could have been lost in mail or I don't know... I checked with regional post office and called USCIS customer service for inquiry. As you guys know, they took my info and told to wait for another 30days. Is there anything else I can do? Is it possible to have USCIS to re-issue or resend my AP approval? I definitely have to travel in September, can not be canceled or postponed. Is it safe to reapply for another AP now? I don't mind paying extra fees, I DO have to travel in Sep!!! Pls advise.

Did you move or change your address ?.

You can go direct to the local office and they can show you the record where it was mailed to. I am doubtful if they will reissue a copy. It is okay to reapply - BUT make sure, you mention in a covering letter that the previous AP (receipt #) was lost and that you want a new one processed.

I didn't move or change my address at all. I received my EAD card at this address with no problem. I made sure which address they sent when I went to the local office. It was the right one. I guess I should file the new application asap to be approved by September. It is so unfair, but I guess I have to do it. I wish they would send such a important document by certified mail...
If there is anything else I can do, please keep me advised. Thanks so much.

Yes, I did file by using a lawyer!! Actually, when I went to the local office I did not make sure which address they sent to, my home address or my lawyer. They only said "Address matched with the one on the inquiry form you filled out today." (I put down both my address and my lawyers address)
I didn't think that it would be going to the lawyer because I received EAD card at my home address. And the lawyer told me that EAD and AP is usually send to applicant's home... I have to go to the local office again to confirm which address they sent. If it's my lawyer's, seems like he has an issue that I need to deal with.
Thank you! Wish me good luck.
