Please visit for AP info from BALTIMORE OFFICE:
http://www.ins.usdoj.gov/graphics/fieldoffices/baltimore/index.htm

Advance Parole:
For certain non-citizens already in the United States wishing and /or needing to travel abroad prior to the final adjudication of a particular immigration petition, advanced permission is needed to ensure that they will be permitted to return to the United States. This permission may be granted at the discretion of the District Director. This permission should be sought by, but not limited to, asylees, parolees, people with Temporary Protected Status (TPS), and certain intending immigrants with an Adjustment of Status (Form I-485) application filed and pending with INS and some others already in the U.S.

Filing Instructions: To apply for Advance Parole, please submit INS Form I-131, Application for Travel Document, IN PERSON to the Baltimore District Office, Fallon Federal Building, 31 Hopkins Plaza in Baltimore. Applications which have been mailed will be returned to the applicant to submit in person. Cases are received and adjudicated in a "one-stop" process. If advance parole permission is granted, the document will be issued on the same day that the application is filed.

I am planning to try for AP from Baltimore tomorrow. Do you know if there are other smaller INS offices in MD where it may be easier? For example, someone on this board couldn't get EAD from Arlington, but got it from Norfolk, VA.

Only Baltimore main INS office issue AP

Please post your exp after getting you AP from Baltimore.
Good Luck!!

Got AP (new, first time) from Baltimore today. I had originally applied with VSC (RD: Nov 1, ND: Dec 5). I had with me I-485 receipt copy, 2 pics, letter from employer saying I needed to travel on business, letter from me saying I need to travel. They asked for last I-94, past H1 visa stamp in passport. Luckily I had old passport and I-94 copy with me.

Logistics: I went very early, at 6:50 AM and was first in the line. They open at 7:30 and I was allotted to an officer immediately. Place got crowded around 8:30 - 9:00 am onwards so I recommend people get there by 8 AM. But they don't have a fixed number of people and do not turn others away. It took about 2 1/2 hours to get the document ready. The officer I got was knowledgable and courteous. My only complaint is that later I noticed my AP is valid for 6 months only and not for 1 year as I thought/wanted. Anyhow, by then I was fed up and left rather than go through the whole process again. Note: they will only issue EAD if it has been pending at VSC for over 90 days, they did not let me submit an application. All in all, good experience.

Hi, sheila000:

Congratulations!

What are you going to do with your original application to VSC? Did you tell Baltimore staff about it? If so, what did they say? Will this generate some headaches later on? Thanks.

Rolling Hills, see my other reply to your post.

Baltimore assigned same EAC number to this new application as the old Vermont AP application. maybe this will signal to VSC that its been approved?? don't know, I may have trouble in the future like you say. Alternatively, VSC may issue a one-year parole while the interim one was for 6 months - that would be too good to be true I suppose. I really don't know why I got only 6 months - is it the same interim concept as the interim EAD? never heard of this.

After getting and using AP received at local INS (Baltimore) on Dec 17, regular AP approved on Jan 16th, 2003 by INS Vermont. Haven't got it in hand yet but I assume its for a year. I was out of the country on the Baltimore AP on Jan 16th, so do you think it will be difficult to use the new AP valid up to Jan 16th 2004? Baltimore AP is valid until June 17th 2003 only.

Separately, my experience using AP to return at Dulles airport, Washington DC area. No problems - had to wait in secondary inspection for about 1/2 an hour while they processed it - I-94 valid for 1 year from date of entry.

Note to Indian nationals and those from countries that require transit visas for France, etc. Had to show AP in the US to Air France people but after a bit of confusion and phone calls, they recognized it. On the return, I got a transit visa anyway in India as I went out of the airport in Paris - not a problem either.
