Hi...don't worry about the NSC processing date. It won't take 470-510 days to get your AP. There has been considerable delay in issuing AP since NSC is switching over to different security paper for AP. However, I read somewhere in the thread that this problem has been resolved. In fact, I got my AP in about 90 days.
As for the question concerning H1-b, I am not sure if I understand your question correctly. Does your wife want to apply for the extension of her H1-b visa beyond the six year limit? Or, does she want to apply for a new H1-b? If it's the former, I do not think you can get an extension since you are already working on EAD. If it is the latter, you are out of luck for the numerical limitation for h1-b visa has been reached for fiscal year 2004. I heard there are few who still try for L-1 though...
