AOS Fee for 2 children

My USC husband is petitioning for my 2 minor children who currently live outside the country. We just received the AOS Processing Fee Bill for both of them. Are we suppose to send just one $70 to cover both or do we need to send $70 for each?

And why do I have to wait for them to send me I-864 when I can download and just type-into the fillable pdf form from USCIS website?
 
For the purpose of those who have the same question, I sent just one fee of $70 for my two children as advice by NVC when I inquired thru email.
