AOS 2014, currently not in the US

Has anyone ever been in such a situatioin? Do you know what to do exactly?

I have been selected for the lottery. I am going to the US on my F-1 in late July and applying for AOS. The question is should I submit DSP-122? My current mailing address is outside of the US. Should I also submit DS-230?

In general, how to proceed in such a situation?

Do you know what your address will be in the US? If you have a family member, you can use their address too and send in your forms now.

Alternatively you can wait until you get to the US and send the forms in then. I would choose this option, unless your case number is very low (i.e you will be eligible for interview in October or November), in which case I would send the forms in ASAP.

Case number is 1XXX for EU. My family member's address is going to be different from my email address in the states

Well from past bulletins your number will be current in October! So if I were you I'd send in the forms ASAP and gather all my documents as soon as possible. Then send in your AOS form in August once you reach the US (I think you can send in the forms 60 days before your number is current).

Confirm this with someone else, but this is what I would do based on my extensive research the past few days.

Thank you. I got so far with my extensive research as well. I know the whole "plan", but this is the details what matters. Such as what address to put as your mail address. One contradicts another. For DSP-122 as of now I can put "BCIS" for indicating that I would like to proceed with AOS. But (!) that assumes my emailing address is a US address, which is not true because I am not yet in the US.

KCC and USCIS answers to the phone conversations I had with them are inconsistent and somewhat vague... What I really need is someone, who has gone through a similar situation, but it is extremely hard to find such answers on the web (and I tried) so I am asking here.

So what I was thinking is they say "Give any change of mailing address here" for mailing address option in DSP-122. So I might be able to put my future US address in there indicating that my current address will change to the US address in July... Something like that

Where will you live in the US? In a dorm? In that case, contact your school and ask them what your mailing address will be when you live there. I'm sure that they have assigned you a room already so they would know. Then use that address. If you have family or friends in the US, put in their address.

If the above can't happen for whatever reason, put in your foreign address. Then when you are informed of your US address, send in a correction to KCC with the correct mailing address.

Personally I would contact the school and get your future mailing address from them.

I didn't see you added the second part.

I don't think it makes any difference. You can always update your address with KCC. Or your family member can forward you the mail when it reaches them.

Technically, DV AOS is for people who are already in the US, people are not supposed to come into the US with non-immigrant visas only to initiate an adjustment of status upon arrival. Not withstanding, people still do this of course. Your F1 visa is a non immigrant visa

If you hope to succeed with the AOS, your best bet would be to hold off from sending in your DSP-122 to KCC until about 90 days after your arrival in the US. Your F1 visa is a non immigrant visa and as a result of the recent Boston events and the expired visa issue, my guess is F1 visa holders will undergo a lot more scrutiny at the POE than they have in the past and if you show up as having immigrant intent, you could be denied entrance into the country. At this point in time, when KCC receives your form has no direct bearing on when your interview could possibly be scheduled.

+1

It is not good impression on USCIS to start immigration steps as soon as you come to US on F1 visa. If your country does not have low quota, and if there is a good chance you will be current in October, why not consider to get your DV first and then come to US? School can wait.

I agree with what is said above. It's better to wait 90 days after our arrival in the US with a J-1 before sending the DSP-122 form showing your intention to adjust your status.
You still have plenty of time even if you are current in October.
