anyone with ND<4/99 and still waiting with no response so far

Hi,
MY ND IS 3/8/99 and I just spoke to the IIO who asked me to call back a month later(first it was 2 weeks, then a month and now a month again) and did not give any specific reason why it is taking so long and the same old "every case is different sir" nonsense. Anyway just tryong to get an idea if ano one else is in the same boat as me and also please share your thought as to any other measures we can take to finally get those damn papers in hand. What sre your opinions about contacting a congressman. Please share
