Have you contact your congress man/senator? Have you tried to write or fax to TSC? One member did mention in his/her post that he/she sent letter to TSC asking for the FP and it worked. Good luck!
My ND was March '02 as well. I got FP in May ' 03. Last month when approving my case, they order FP for my wife. She did it and now is waiting for more than month already.
My colleague has ND of Feb '03 and got approval for whole family already.
Such a randomness !
