Anyone received RFE last Jul/Aug and Name Check still pending?

Hi ,

did anyone received RFE last year around Jul/Aug and name check/ Security check still pending? According to NSC they were Preadjudicating all cases.

They sent RFE to only those whose name check & sec checks were cleared or they sent RFE to everyone where document was missing or more evidence were needed?

I received 485 RFE last Aug and my name check is still pending since 5/2004. I tried everything except lawsuit for name check, nothing works
 
RFE response received by NSC on July 18 2006
Called NSC on June 1st .. got transffered to IO..Name check still pending.

I got RFE in July. Replied in Sept. Next day Message changed to document received case prcocessing resumed. You will receive decision i 60 days. I called in DEC. to know about the case and i received a letter saying, case is pending visa availability.

So all about Preadjudicating cases was just BS? I thought they won't even touch file to find whats going on unless all checks are done. but We are stuck in namecheck and still received rfe.
