YES. PD needs to be current at the time of approval. As far as the original posting goes, a lot of petitions filed during the latter half of July, 1999 with an ND in the first half of Aug 1999 are still pending....

People with RD of July\'99 and ND of Aug\'99 have their PDs current, since the floodgates were not open in July\'99. Still many of them are still waiting, I believe. At least, I am.

My case is similar: RD 7/15/99 ND 8/4/99 PF 6/28/00 nothing happened since then. I am NIW petitioned at NSC in 1997. Transfered to VSC area in 1998.
Do you know anyone else in the same boat with us? Thanks.

Two of my collegues filed on the same date and have the same RD and ND, but they got RFE month back.
Could some one tell how the processing logic is so weird

VSC16506, I am EB-3 INDIA. I believe category does not matter at 485 stage provided the PD is current. I know a few cases in my category with much later PD and ND have been approved.

I don\'t understand in what order they are processing the cases. There are quite a few applicants with ND in first 2 weeks of Aug\'99 that are still waiting.

Yup. nd 8/4 received rfe for employer letter on 11/1/00. Waiting for lawyer to send the letter.
