Or it is possible that it might be omitted? And in what cases?

No, not all get interviews.only 5% get local BCIS transfers.

Nowadays, it's common to see 15-20% transfer to BCIS local offices for certain RD/ND. Just look at Kashmir's report.
I don't know if there are a few IIOs who like to transfer cases.
