I am planning to travel to Vermont and then DRIVE to Quebec.
None of the Canadian consulates I found online will have a Visa Information Telephone Number or any information about visa for USA Refugees/Asylees.

Has any RTD (NOT GC) holders here acquired Canadian Visa?
If so, what is the process, and documents required?

Thank you very much.

You do need a visa:

Note:
Identity/travel documents issued to non-national residents of the country of issue, refugees or stateless persons are recognised for travel to Canada but require a visa.

Required documents for visa:
(a) Valid passport.
(b) Proof of immigration status in country of residence.
(c) Application form.
(d) 2 passport-size photos.
(e) Proof of sufficient funds for length of stay (this may entail providing a letter from one's employer, mortgage statements or bank statements or letter of invitation from a Canadian resident).
(f) Private medical insurance.
(g) Evidence of employment (in some cases).
(h) Details of travel plans.

If you gonna use RTD, try to avoid canadian consulate in NY... some people had problems in getting canadian visas on RTDs from that consulate... My visa application out there was almost denied eventhough I had travelled to canada number of time prior to that. Los Angeles consulate is best!!

You can check out http://www.cic.gc.ca/english/applications/visa.html for requirements.

Canadian Consulate in NYC is a pain. They actually asked me about my statuses (not only my current status) since the day I entered the US. They want to know my immigration history in the US.

I applied for a multi-entry visa and the offcier asked me why I need a muti-entry visa. I have been to Western Europe many times. For god sake, he worried I would overstay my visa in Canada or something. He ended up given me a multi-entry visa, but it was only good for 6 months.

6 month Single entry visa to canada is valid for multiple entries to canada anyway... (if entering from USA only)

Thank You All!

So ,they require proof of medical insurance.

And that means that if I dont have insurance, my visa will be denied, correct?

I recently applied for a Canadian visa -by mail- at Los Angeles consulate. They did not required me a health insurance. My visa was approved in 1 business day after they received my application packet.

Nice experience with the officer at LA consulate by phone, they seemed to be very civilized. My experience upon arriving at Toronto Airport was even better, they were very friendly. I wish some of our US immigration officer be more like them...

When I passed US immigration at Toronto Airport, the officer was very dry and rude. I went to secondary inspection and I was done in 10 min. No questions, no hassle. The officer at the secondary inspection was more friendly, he took my RTD and went to his office with it while I waited in the waiting room, 10 min later he came back and told me that everything was fine and to have a good trip. The RTD was already stamped along together with the I-94 with the "admitted as a returning asylee..."

Only if you don't travel to other foreign countries since the last time you visited Canada.

When I applied for a Canadian visa. I only intended to spend few days in Montreal, but I planned to visit Western Europe after that. I thought I might visit Toronto; therefore, I applied for a multi-entry visa. The six months limit defeated the purpose.

I did not go to Toronto after my experience in Montreal. It was none eventful to say the least. Canada supposes to have one of the most generous social programs in the world. I was very surprised to see how many homeless people in Montreal and how run down the city was. Many roads desperately require repairs. I thought New York City (I currently live since 2001) and San Francisco (I used to live before I moved to NY) have a lot of homeless people. There is no comparison to Montreal.
