though this is not an immigration related question, i will answer it for you.

Lets assume that plane1 = the airline you take from atlanta to chicago and plane 2 = the airline from chicago to wherever you going (I assume this is an international journey). When you get your boarding pass at atlanta, you would be issued boarding passes for the remainder of the flights on your journey assuming you are not breaking your journey for more than a couple of hours. Since you would have the boarding pass for plane2 as well, it would not leave without you. They would wait for you and repeatedly announce for an hour and if you still dont turn up, they would take off.

Before you board plane1 at atlanta, you can ask to checkin your baggage to your final desination. This way, you dont have to pull your luggage out at every airport you get off for transit. You dont need to take your baggage off from plane 1 to check in to plane 2 at chicago, its done by the connecting airline.

There wont much wait at chicago as you would complete your customs and security check and check-in all your luggage at atlanta itself. It would only take time to walk from the terminal plane1 drops you off to the terminal you would board plane 2 from.

Hope this is what you wanted to know, because i did a lot of typing to answer this question... phew... :D
