I'm in same boat, as filed through RCG, and they are not providing me labor/I-140 copy, Let me know if you get any + result?

If the I-140 is approved and you're past the 180 day mark, you don't need the LC approval or the 140 approval to use AC21.
Also if you know the 140 is approved and have passed the 180 day mark, you can tell RCG and all such companies that you want copies of the LC and 140 approval and if they don't provide them to you, you will complain to the USCIS and DoL about it.
This threat should work in most cases. If it doesn't, you should be ready and willing to carry it out.
 
Question: I'm surprised that a large company's I-140 got a RFE! really scary!
It happens to large companies. The solidity of the company is not the only concern regarding the I-140. Any missing documentation could trigger an RFE, as well as any concerns about the legitimacy of the job (the company being solid doesn't mean the specific job is genuine) or the employee's qualifications, or anything else that is peculiar with the application. It is not surprising that a labor substitution would trigger an RFE.
