It happens to large companies. The solidity of the company is not the only concern regarding the I-140. Any missing documentation could trigger an RFE, as well as any concerns about the legitimacy of the job (the company being solid doesn't mean the specific job is genuine) or the employee's qualifications, or anything else that is peculiar with the application. It is not surprising that a labor substitution would trigger an RFE.Question: I'm surprised that a large company's I-140 got a RFE! really scary!
