Any visa stamping experience at New Delhi consulate

My H1 renewal application had been rejected under 221(g).
I have taken an appointment through the web for the interview
However, the appointment system only allows appointments at 9 am
Does this mean that all applicants on a particular day
will have to be at the consulate at 9 am? As a consequence, will one
have to wait outside the consulate for 5 - 6 hours until the applicants
before him / her are processed by the consulates
Any recent experience will be useful

Could you pl tell me what does rejection of H1 renewal application under 221(g) mean? I have to get my H1B visa extension stamped in New Delhi soon. What papers did you submit? Though there is ample imformation on the website
