please give details if any body has got any recent retrogression affected EB3 485 Approval with PD>01-01-2002.

Has USCIS come out with any policy or is it still open to speculation?

Attorney Murthy : The USCIS has not stated if they will follow any cut-off dates in processing I-485s. We know that, previously, when the priority dates (or PDs) were backlogged, only CSC was not processing those I-485s with backlogged dates when the visa numbers were not current. The other service centers were previously processing the cases and sending out the approval letter with the note that the person could get the PP stamped when the PD became current. The USCIS has not made a policy decision on what they plan to do this time around.

A lot of people including me RECENTLY got there 140's approved without 485 concurrently.Its clear that NSC will not approve 485's unless your priority date is current
 
I am pretty sure they are not approving cases if the PD is not current, I am one of those unfortunate ones who was very close to approval as my LUD was changing every day till 12/28 after i replied to their 485-RFE and then suddenly it stopped updating, I guess my case is gone in hibernation till the PD becomes current for me.

I think you still might have a chance if your RFE reply reached them before 12/30/04 but we never know.
