Any pending legislation to ease/speeden the process of bringing spouse to country?

A friend of mine is planning to get married soon. He is a GC holder and his potential spouse might not have a GC. He had not added any dependant while making his 485 application.
- Will he be able to get his spouse easily or is there still a very long wait for such application?
- Will the spouse's application be considered under the "family based" category?
- Is there any pending legislation to ease and speeden the process of bringing a non-GC spouse to US AFTER getting one's green card?

Sorry for asking these questions that mayhave been asked before by others.

How many of you would not have been able to find a woman to marry
if you had not go back to old home country?

It seems more males professional get GC than females.

The spouse will be FB2, so ~5 year wait.

Yes, it's long wait (unless she can come in her own with a dual-intent visa).

Yes, it will be family-based consular processing.

Not that I know if. In fact for a long time immigration communities are trying to remove that pain, but haven't succeeded yet.
