Any new information about AC21 rule? Any recent explanation from INS?

Any body knows about any new information from INS? So much confusion about 180 days rule... we must need a concrete explanation from INS. When can we change job? Some says before 180 days, some after 180 days.

According to INS agenda, proposed AC21 regulation would be issued in 2002. Note: it is just INS plan and regulation is in proposed form not interim or final regulation.

So how we will know for sure which one is true and which one is wrong?

I have spent 2 months after I-485 filling. Got EAD and also a nice similar job. Confuse to join... opportunity never wait for 180 day...
