Any need to cancel pending green card application before applying for H4 or L2?

I am getting married in Feb '08 and would like to apply for my wife's L2 visa. My wife's parents got green cards in 2005 and they applied for green card for my wife immediately after. That green card application is still pending with INS.

My question are
(1) do my wife have to cancel that pending green card application before she can get a L2 visa?
(2) If it has to be cancelled, what is the procedure?

I don't think that's necessary - H-4 or L-2 permit dual intent.
