Some times the process differs...

NVC will create case as soon as they receive your Immigration petition, then they will send a Letter to applicant.

Letter will have the flow of process from here after. And

There will be three options.

1. Please verify your address and where they have to mail the Packet 3?.
2. Do you want to receive the Packet 3? Or Shall we forward P3 to your representing Lawyer for further processing?

If you dont respond we will not process this case anymore.
 
Consular Processing

This means during your I140 filing, you had indicated INS that you would be adjusting the status i.e., Permanent Resident in your home country.
