It looks like I will have to appear for an interim EAD at the Houston INS district office. Anybody has any info or suggestion for such an endeavor. Specifically,

1) Does Houston INS issue IEAD?
2) If yes, is it possible to get it on the same day?
3) Is there anybody out there who have actually gone through the procedure at Houston office?
4) If yes, any suggestion about when to go i.e., how early in the morning?

Thanks in advance.

My wife got her I-EAD from Houston.

You will have to go two times. First time they will ask you to submit EAD application and will give you an appointment (usually in the next day or two) after verifying your documents. You need to go there at least by 5:00 am on the first day to get a token. We went there at 4:30 am and there were already 70 people in front of us. Our number was called at 1:00 pm. They turned away people who came in after 6:00 am.

Fo the Second visit you can go in 10 min before your appointment time.

Thanks for the tips guys. I just completed this procedure.

It took two days. The first day I went there very early around 4:40 am and stood in the queue. There were about 100 people in front of me. However, not all of them were actual applicants, most folks had a friend, spouse, or relative with them. I received a token at the window and waited until about 10 am when I was able to talk to an IIO. The application was completed and I was given an appointment one week later.

The second day (day of appointment) I reached about half an hour earlier. I submitted my appointment letter and then waited, waited, and waited. I saw folks coming after me walk out with their EADs in hand. Finally, after waiting for 2 hours I asked one of the officers about my case. After about 15-20 minutes, the officer informed that he could not find my file. APPARENTLY MY FILE HAS BEEN LOST!!! I was asked to complete a new application at the spot. After about 10 minutes after sumbitting the freshly-completed application, my name was called, photograph taken and EAD card issued.
