any guess, why so slow approval ?

I was expecting approval rain for the whole June . why some scattered shower only when so many people are having PD current after much delay. As per Ombudsman report there may 40K visa unused. Then why so slow approval: mad Guys as always USCIS is very difficult to understand dept but as curious George can anybody guess why so slow approval ?

Only two entities can answer this question, One is God and another is USCIS. No one else can understand this whole politics of forwarding the visa availability dates and not approving the current applications.

Here is my 2 cents on this

As per my understanding these are the condition they check before approving a case:

1) PD is current
2) Name Check & other security check cleared
3) FP is active not expired
4) RFE response
5) Any other required document is not outstanding
6) Visa Number is available for chargeable country if retrogressed

Exceptions....
A) IO is on vacation
B) IO is racial fanatic
C) IO is very slow, insensitive etc...
