Any explanation why the August visa bulletin is delayed?

I just want to know if anyone has information on this

Maybe the visa office is still processing the availability of visas. Whether to retrogress EB2 or not. Lets see
 
I've the same question. Why? It's usually published before 15th of each month. May be they realised that they f***d up the calcualtion for EB3 and made it unavailable by mistake and trying to sort the things/hide things.
