Kansas is not processing regular applications. the information from kansas is that they will not be processing regular until the RIR applications are current. the regular processing date is Aug 2000 and Kansas SESA has advised that if you wanted to have your papers processed faster, to convert your regular to RIR.
my company has also refused to process in RIR and so i have applied in regular. That was in Aug 2001 and I am still waiting for RIR to go current so that regular processing will start.
