Any 485 approved with labor PD after March 2003

Hi all,
I'm reasearching the possibility that NSC is approving 485 strictily based on Labor filing date for EB3+ or I140 filing date for non labor cases

If any one has EB3 485 approved and have PD after march 2003 please respond.
