Another 300 days after RFE?

When I finally get into the phone system today (the online system does not seem to update) to check my I-140 (N IW) status, I got this message: "we recieved your material for RFE on Mar. 21, 2003, it usually taked 90-300 days for this kind of case. However, since preliminary processing was completed before we requested the additional material, the remaining time is ~300 days. "

Does this means I have to wait for at least another 300 days?! In the original RFE I received in Jan 03, they said it will take 2 week to 60 days after I resubmission, now it is totally different.

Could some experts help me with the following questions:

1) Any idea about what "preliminary processing" means?

2) This 300 days is only for I-140, they will process I-485 after they make decisions on I-140, or after 300 days they will approve/deny both I-140 and I-485 together?

I-140 NIW (I did it myself, no attorney)
ND: June 25, 2002
ND for RFE: Jan. 15, 2003
I sent reply to RFE on Mar. 19, and they received it on Mar. 21 , 2003 according to the phone system.
AD: in the far far future??

I-485 (did not apply for EAD or AP)
RD: Nov 14, 2002
ND: Dec. 13, 2003
FP: Feb. 07, 2003
 
My Dear have patience.

I filed my 140 on may 02,2002.
Received a RFE and the lawyer responded back.
They received the reply on oct 7th.
Since then no response and I too hear the same message as u do.
