Am I eligible for 20K Quota? Please Answer.

I completed Masters in Computer Science and graduating on May 6th 2005.University gave me letter of completion ,but transcripts will be available by mid june.

Can I apply for 20K Quota?

I donot have work experience ,Is MS and B.Tech (from India) sufficent?

For some job MS with no exp is OK to get H1 in Computer area

There is no set of rule. All depend on the job offered to you and their description. (e.g. You are not eligible for Senior Analyst, which require extensive exp to qualify)
Do I need to get educational evaluation done with MS Degree in Computer Science?

For US degree you do not need one.
