All DV Program 2011 visas must be issued or adjustment of status completed by September 30, 2011????

This is what written on the travel.state.gov website:


They say that "All DV Program 2011 visas must be issued or adjustment of status completed by September 30, 2011 - without exception."

Does it mean that everybody will receive a visa and the Green Card by September 30, 2011?

Or do i just have it wrong?
 
I got it like that that his sentence is for the once who won last year…
I had to read over and over again to understand correctly.
But I anyone else things different please write. For me it is clear that all Visa’s do have to be issued until September 2012.
It makes no sense the one with September 2011 since even the first interviews do start then. So if someone has an interview date it is considered in September 2011 it is very early
So thinking just logically it does not make sense.
 
It does NOT mean that everybody will receive a visa and the Green Card by September 30

It makes sense alright. It means that no Diversity Lottery Immigrant visas will be available after the September 30th of the lottery year (for example 2012).

To winners it also means that once the winning notification is received, all the following steps should be executed with care as any mistake (like in the completing the required forms or in collecting documents for the interview) may delay the interview at the Consulate or the AOS process and if it goes beyond the September 30th of the lottery year, then it's too late and nothing can be done.

On another hand, should there be any mistake in the processing on the side of the USCIS, KCC, or Consulate, they will most likely take no responsibility for that.
 
I am so sorry I think I confuse everyone here...
I am 2012 this is what I was also trying to explain above... but I think I cofused you guys.
So if I am 2012 I have time until September 2012 I guess right Kramer?
 
Anybody who doesn't get it by that date, won't receive it anymore for that winning year. It doesn' matter if you are on Adm. pr. or if your number wasn't called or if you didn't have your papers ready....that is the last date and you won't get your GC.

The last years they haven't run out of GC's so don't worry....more people get denied than that they will run out of the GC.
 
oh i get it now... So all Dv lottery of 2011 must be issued by September 2011, which is still this year.
and all DV lottery of 2012 must be issued by September 2012, which is next year.

So as of now, they are still giving visa for those who won the lottery DV 2011.

I was confused as i saw this in the different steps to take to get the visa for the DV lottery 2012. I thought that those who won the DV Lottery 2012 would all get it by September 2011. But it is all clear now..
