All Chargeability Areas Except Those Listed

I and my wife are from Nepal. I am Permanent Resident. My Wife has I-130 approved on 2007 with priority date of March 2007. I was wondering if Nepal false under "all Chargeability Areas." Basically, if she can apply for AOS as according to Visa Bulletin of June, priority date for "All Chargeability Areas Except Those Listed" is Jan 2008.

Yes it does. I am assuming she was born in Nepal. Place of birth matters, not citizenship.
