Just to update you guys...

I called up Atlanta France Consulate #: 404-495-1660 (Nina) and Boston Consulate #: (617) 542 7374 (Tom).

I told them that I have I-551 Visa (Temporary Permanent Resident) stamped on my passport and will be traveling to India through Paris Airport. I will not be going out of the Airport. Do I need a Airport Transit Visa?

(They also asked me Are you an Indian? )

The answer was NO.

Called Boston Office

Guys,
I have infopass appointment for Jan 7th for passport stamping and would be travelling to India, thru Air India, via Paris in mid Jan. I travelled before last year on AP and had no problems(didn't have transit visa). Now after reading this thread I got confused and called Boston office. They said as long as we have a stamp that we are a permanent resident of United States we do not require a Transit Visa. I asked twice and got the same reply both the times. So, I have decided not to take transit visa.

Thanks,

Called Washington D.C office.

I just called D.C office and the person there told me I need a transit visa. This is heights of inconsistency.

I thought once our 485 case gets approved, there wont be any issues... :(

Okay, My point here is... In all the websites for France Consulate they have mentioned that "We dont need a ATA if we have a valid (USA) visa on our Passport stamped". According to BCIS, I-551 passport stamping is a Valid visa that can be used for traveling abroad. So that comes with a conclusion that we dont need a ATA thru paris.

or does it??

My wife and I are flying via paris, but not on Air India. I have the plastic card, but she has only the stamp on the passort. We have to change terminal, and after getting conflicting information, I ended up getting a transit visa for her. You need transit visa only on your trip back to US, not when you are travelling to India.
