Personally, I think the idea itself is not bad. It makes sense for them. There are thousands of students graduating from University's that are forced to leave once they got their degree. When on the other side of the world, there are people getting immigrant visa's whom perhaps may have no university education, never have been to the US and just take the chance of coming to the US hoping to find employment. The university graduates should definitely have preference, why they do not give preference to those who in the DV lottery indicate they have a masters degree/ university education is besides me. Im sure they could provide much more for the US economy than someone that simply has a School diploma or only work experience.
