after NVC forwards the case...

I am the process of doing CP. My case was sent by the NVC to the Mubai consular post on Sept 12, 2003 (I confirmed that using my NVC case number). I do not have an appointment letter from Mumbai yet. I was wondering if the current scenario with the EB2 India retrogression delay getting an interview date at Mumbai. I would really appreciate if someone could clear this for me.
 
It could very well be because of retrogression -- check your priority date. If it is indeed after the cut-off, I'd suggest emailing the consulate to check on the status of your case. Best wishes,
 
Thanks. I will send an email and ask the consulate directly. Also, I have read different views regarding when a visa number is assigned to a case, some of which are listed below:

- after the CIS approves I-140 and notifies NVC
- after NVC sends out Instruction package (#3)
- after NVC receives filled Instruction package and forwards it to the Consular post
- after the consular post receives the completed 'instruction package' and send out the 'application package' (#4)

Which one is really true? Or is it that there are different visa numbers at different steps?

Sept 12, 2003. That's a long time back. I think dates were current that time, you should not have affected by PD. Anyway email consulate and check it with them.
