Affidavit from Relative - Birth Certificate - Stamp Paper Value? Notarized by who?

My father does not have a birth certificate, so he's trying to get the affidavit from his uncle and aunt. Is there a specific value of stamp paper that he should get them in? Who should notarize these affidavits?

Also, his name is in my Birth certificate. Does he still have to get the affidavit for marriage?
