Affect of new labor Guidelines on pending cases

My labor certification was filed from california in June'2001 under RIR.This case was

rejected by DOL and sent back to State to be filed under Non-RIR. My employer reappelaed to

convert my case from non-RIR to RIR.DOL accepted this request and placed my file under RIR

queue under the date of March'2004.

My understanding from your recent articles about the new guildelines for Labor Certification

and possiblity of PERM coming into effect soon, that old pending cases will be sent to BEC

(Backlog Elimination Center) and the New cases will be sent to NPC (Nation Processong

Center).

I have couple of questions related to this

1. My case is still at state level as they are working on January, 2004 cases. Will my case

be moved to BEC
2. Will this be approved by State and later moved to NPC?
3. Will my initial date of June,2001 or the re-appeal date of March,2004 will be consdired

for placing in Current queue of BEC or NPC, depending upon wherever my file will be moved.
