I did submit affidavits signed by my parents ( each separate ) giving my full name and not available certificate from local office in India for DOB. I did not get any RFE. My case was approved in Aug. WAC 02-044.
But INS will not accept without non-availability certificate. I have learned that through hardest way.
So if you have an affidavit signed by both parents and a non-availability certificate its good enough.
One caveat though: Depending on your country of birth INS has other regulations related to the birth certificate.
For example for India, people born after 1969 must have their births registered and should have birth cetificates available. All this information is there in Form I-485 instructions.
