Advise pls! Can I apply for H1B after filing PERM?

I am now on OPT. I heard that I could apply for green card without an H1B. Anyone did this?

my question is: after I file PERM, can I still apply for H1B just in case my 140/485 was not approved smoothly?

apply for H-1B while I-485 pending

I have a similar question. Can I apply for H-1B visa while my I-485 is pending? My current status is AOS. USCIS hotline told me that I have to give up the pending I-485 to apply for the H-1B visa back in my home country. Is it true? The reason that I want H-1B visa is that my wife can join me with H-4 visa. Any help will be appreciated.
