advice regarding applying OPT

Hi,
My wife is doing M.S in a different state and i live in a different state. She is graduating next week and she has applied for OPT giving my address. The form is returned back saying the Service Center is not under jurisdiction.

So my questions is :
1. should she apply back to the original service center, giving friend's address.
2. shoule she apply in the new service center based on my address.

Also, is there any other formality that she has to do.. since she is now married and moved to a different state.

she has to provide school with her new address, so it could be changed in SEVIS. As for the district office - sent it to the one having jurisdiction over her new address. And quick! Her opt start date needs to be within 60 days of her graduation/I-20 expiration date.

Just to clarify, she can use her friend's address--that's what I did as I had been planning to move. But maybe she should send it to the one having jurisdiction over her own address registered in SEVIS.

didn't you say in a different post: "myOPT EAD even didn't arrive, went back to BCIS, and they discarded it"? Well, a person should always send OPT application to the service center having the jurisdiction over the place of residence.

I used the word "maybe" as my comment is based on my not-so-legally-precisely-built knowledge but the one roughly built up from my friend's and my own experiences. Basically there's no disagreement between your post and mine.

As for my terrible experience: I sent the application to the right center and they issued it accordingly. It wasn't delivered to me due to a mailing accident.
