My mother GC is approved but my fathers I-130 & I-485 is still pending, I never filed for I-131 for either of them as the GC processing has been quick. Now my parenst wish to travel in about 4 weeks, can I apply for I-131 Advance Parole for my father now?

Yes, but be aware that it will take longer than 4 weeks for the AP to be processed and approved
