advance parole for parents/transfer to consulate after interview- but decision pending?

Do they require finger printing again for AP? if the finger printing were done just 4 months ago?

Also, is there a way to transfer GC processing to consulate processing after the interview phase?
 
Did they apply for AP? Was their AP issued?

Why would they want to transfer to the consulate after interviewing in the US? Approval normally occurs within days or weeks after the interview. You can file I-824 to transfer the case to the consulate, but then it will take a couple months for the case to be transferred, and they would have to be fingerprinted and interviewed again and pay a new set of fees.
