Administrative processing is done whenever the CO suspects something about you. it basically means they will investigate you further by sending your details to the CIA and other investigative agencies to see if your name comes up in anything.
It is very common for winners in countries that USA says sponsor Terrorism such as Iran and Syria among others.
This is a long and painful process (4 to 6 months) but they almost always finish it before the 30th of September if not on 30th itself.
