Seems to contradict with this statement:
I-131 Application for Travel Document. If applying for Refugee Travel Document or Reentry Permit only. To apply for Advance Parole file at the USCIS Office or Service Center where your Application for benefits is pending.
What does this mean? The list of P.O. Box # & Zip codes doesn't have an entry for I-131. Where does I-131 need to be posted? My case is pending at CSC.
