Address fraud on Immigration form

I got my greencard in 07 and moved to a new residence Jan 08. I have updated my address etc. with UCIS. My brother's company is sponsoring his green card as well and we live in the same household. Recently some person from my wife's families side asked her for our address as he wanted a package sent regarding business here. To my surprise he has applied for immigration for his son on our address without asking us or letting us know. Neither my wife nor I know them but apparently my wife's parents do (they were unaware as well). I plan on sending the UCISC receipts back saying addressee doesnt live here; RETURN TO SENDER. Are any of these events going to hinder my brothers green card or mine when I file for permanent residency (I am on a conditional gc) in 09? Should I call someone and report this? Thank You.
 
Using an address does not raise to the level of fraud.

However there is more to the story - which appear you have not revealed.
Simple questions; on what basis your in laws immigration benefit is based on, who is the sponsor - we already know who is the beneficiary.

A word of caution here - if you are not interested in the family harmony - it may come to bite you back in the future in many ways.
 
My in laws are not sponsoring them they just happen to know the person who asked for our address as he wanted something sent in our city for business purposes. All I know is the name on the immigration receipt is that persons son. I don't know this person at all or his purpose of using our address for his sons immigration. I don't see why he couldn't just use his own address? My wife asked him multiple times why he needed the address etc. but she gave it as her dad probably told her to help him out and he mislead her saying its business related and that it was a package. The in laws are US citizens and had no idea that person wanted our address for immigration.

I don't know if this fraud or not but using our address without our consent/him not living here should be an issue.
 
it's not fraud to use your address as a mailing address, unless the relative indicated that both he and his son reside at your address.

I'd call him and tell him it was inappropriate to use your address without asking your permission to do so and, if you'd like to punish him for it, I'd send it back (undeliverable). I'd let him sort out the problem with contacting USCIS and updating his mailing address to the one he can actually monitor about 5-9 years from now when his PD may become current.
