I moved to State B (still under NSC) and filed the AR11(Change of Address), and also wrote a letter to NSC about the address change. NSC mailed its 2nd FP request to my old address in State A (also under NSC).

Will they send its 2nd FP request to my new address when they find out my address change?

Can I return to State A for doing my 2nd FP?
 
This happens often. You may take the FP notice to your current INS office along with the proof of address change and try to do the FP locally. It worked for my friend.

Will NSC send me another 2nd FP request to my new address for doing the 2nd FP in my current local office if I don't take any further actions?

Does anybody receive two 2nd FP requests for doing FP in two different local offices(both old one and new one) because of your address change?

Should either local office (old or new) be OK? as long as I go to there for FP.

call the 1800 number and change your address for your 485 application. Also tell the customer rep, that you need to reschedule the FP appointment to the new address.
