I'm applying for the J-1 Waiver via non-objection.

What (if any) supporting documents should I send with my application?

Eg:

- Job offer letter
- Letter of reference from Professors
- scholarly awards
- etc

are such documents necessary? do they improve my chances?

Follow the directions you receive carefully. You do not need to send anything they don't ask for. Basically, for a no objection waiver, what counts is the no objection statement from your embassy, your statement of reason, and your US sponsor views (if applicable). The materials you mentioned are not necessary and will probably be of no benefit.
 
JK074 is right. Additional documents which are of no use to DoS will only delay the process as they might need to confirm the originality of some documents which eventually be time consuming. So better send what is really needed.
 
I think that if your HRR is based on US govt financing, your statement of reason needs to be really-really good, and you can use supporting documents for it as well.
