NSC clearing RFE cases

Seems like NSC is trying to clear off the backlog of RFE cases. As long as they treat everyone fairly and continue to approve cases based on serial order of RDs, it\'s OK. TSC is approving 2002 RDs when 2000 RDs have not even got their FP notices yet!
