Can someone point me to more details on AC21??

I need details like,

What can the current employer do to harm my GC, if I change job?
What are the risks in changing job using AC21?

**AOS pending WAC-02-066
**Got EAD upto 04/2004
**Applied for H1B 1 year extension in March as EAD was not approved by that time.

Anyhow - to answer your questions,

What can the current employer do to harm my GC, if I change job?
Your current employer may try to withdraw the I140 underlying your 485 application. Though some people say that post 180 days, it doesn't matter and INS will still adjudicate on the case, some others say that it will cause your application to collapse. I have seen examples of both - though more of the former and only one of the latter. Since you are pretty close (?????) to getting your approval - it may be a good idea to stick around. However, if it is really necessary to change jobs, then make sure you leave your current employer in good terms, so that they do not get vindictive and try to scuttle your gc process.
To the best of what I know (which is limited) - your employer is not required to inform INS that you have left. Since you own the 485 application - you will have to inform INS of your new job. Make sure the job desc is the same as on your LC and that the salary requirements are met.

What are the risks in changing job using AC21?

Doesn't matter which company you join as long as you are doing the same job as specified in your LC and upon approval the company has the ability to pay the LC wage. The company will have to submit its financial statements, if required, to prove its ability to pay the wage.

Other than that doesn't matter.
