AC21 Twice Impact

I know this question has been posted several times on this forum, but I wanted to know if anyone in this forum personally used AC21 twice to change jobs?
I am EB3(India) with PD in early 2003 and I already used AC21 once.
Recently there is an article on murthy.com about AC21 and the implications of using AC21 more than once if INS comes up with a much stricter regulation.

If anyone in this forum personally used AC21 twice, can you please share your experiences / thoughts? I think this is a very common topic these days that helps many of us.

I did so twice; the second time at the interview. No problems.
 
Recent posting on www.murthy.com talks about the possibility of a more stricter
guidelines for AC21 in the future which may restrict Ac21 to one job change.
what are the risks in that case?
Also can you please share roughly your wage differences between LC and your first AC21 and second AC21 job?
