AC21 through corporate lawyer

If a big corporation insists filing AC21 to INS, and the job for my original GC has title of 'Programmer Analyst', while the new job with title 'Production Support Specialist', will the lawyer possibly refuse the filing since the two tiles are quite different. I know as long as there are similar/overlapping job descriptions the job switch should be considered AC21-compatible. But given the fact the strict corporate policy, is it possible the lawyer can affect such filing? Has anyone had such experiences before? Thanks.

--- job title, salary, location is not a problem AC21 letter of future permanent job offer should have similar/similar skills/job duties written on letter ( better if they match 80-90%)
